If the MCC agreement signed in 2017 was to be passed by the parliament, why didn’t the CPN (Maoist) and the Nepali Congress inform the people about this issue in the 2018 election or make it transparent? Does this House have moral power to pass MCC even though it has statutory power? Has the public in any way participated in the information and discussion about it? Why was the MCC, which is said to have crossed the threshold of transparency indicator, secretly included in the budget by making it a matter of mystery for the Nepali people? Is this the model of good governance and transparency?
